PARASTATAL ANALYSIS
The PMRC Parastatal Analysis highlights the central role that parastatal bodies and statutory institutions play in Zambia’s social and economic development. These entities provide essential services in sectors such as energy, water, transport and education, making their financial health and governance important for national progress. The report notes that many state-owned enterprises continue to struggle financially, with only a small number generating profits or declaring dividends despite holding significant national assets. A major concern raised in the analysis is weak governance. Several institutions either failed to produce audited financial statements or did so inconsistently. Many also struggled to remit statutory contributions, which created large arrears and exposed serious internal control gaps. Additional issues included poor procurement practices, unsupported expenditures, and challenges in recovering loans and advances. The report also points to persistent governance problems such as incomplete or frequently dissolved boards, irregular meetings and limited compliance with corporate-governance standards. Overlapping mandates between government institutions further complicate oversight and accountability. PMRC concludes that improving performance will require strict enforcement of public finance laws, stronger monitoring by oversight institutions, consistent board training, and clear governance frameworks. With better management and accountability, parastatals have the potential to contribute more effectively to national development.
