The quest for development, with a focus on Sustainable Development Goal (SDG) number
11 is unique because it deals with cross cutting issues of space, living conditions and
functions of the local government. SDG number 11, aims to make cities and human
settlements inclusive, safe, resilient and sustainable. However, this paper focuses on one
of its targets that concentrates on housing development and planning. This target entails
the provision of sustainable and affordable housing to citizens and the upgrading of slums.
It further requires integrated and sustainable participatory urban planning for better cities
and human settlements. To achieve this, the paper will analyses various legislation that
have been put in place to foster housing development in Zambia.
