| Description | The PMRC analysis examines systemic bottlenecks in administering and delivering the Constituency Development Fund (CDF) in Zambia, especially following its budget expansion in 2021. The study identifies weaknesses such as inefficient procurement processes, poor contract management, wasteful spending, and inadequate record-keeping, which undermine the effective use of the fund. Despite a strong legal framework, capacity gaps in local authorities, including technical skills and administrative infrastructure, limit proper implementation. To improve efficiency, the study recommends strengthening CDF committees through rigorous vetting to reduce cronyism, enhancing financial controls, and enforcing sanctions for misuse. Greater community engagement is also emphasized to ensure citizens understand how to access and influence the CDF process. Other strategies include releasing funds earlier in the budgeting cycle, prioritizing the use of local labor and materials to increase value and ownership, and allocating a portion of the budget for monitoring and evaluation. Overall, the research underscores that improving administrative capacity, transparency, and citizen participation are key to enhancing the effectiveness and impact of the CDF across Zambia. |
